Ladakh Permits in 2026: What Every Rider Actually Needs

If you’re planning a motorcycle trip to Ladakh, the Ladakh permits situation in 2026 is simpler than most riders expect — the old Inner Line Permit paperwork is gone for Indian nationals, replaced by a single online fee. Here’s the current position, stripped to what matters on the bike.

Indian riders — no more Inner Line Permit

Since 2021, Indian nationals no longer need a separate Inner Line Permit anywhere in Ladakh. You pay one Environment/Development Fee online, print the receipt, and carry it. The 2026 breakdown:

  • Environment (green) fee: ₹400 per person, one-time per visit
  • Wildlife fee: ₹20 per person, per day
  • Red Cross Fund: ₹50 per person (optional, one-time)

A typical week works out to roughly ₹590 per person, and the receipt covers a normal trip of about three weeks. Amounts can change, so the official portal is the last word.

Foreign riders — Protected Area Permit

Foreign nationals still need a Protected Area Permit (PAP) for the restricted zones, arranged through a registered Leh travel agent (usually a minimum of two riders, valid per zone). Nationals of Pakistan, Afghanistan and China — along with diplomatic, UN, official or journalist passport holders — cannot use the standard route and must go through India’s Ministry of External Affairs.

Ladakh permits: which areas need one

You don’t need anything to be in Leh itself — you need it the moment you turn off for the big-ticket rides. Nubra Valley (Diskit, Hunder, Turtuk), the Pangong basin, Khardung La, Tso Moriri and the Dah-Hanu Aryan valley all sit inside the permit zones.

Eastern Ladakh — Hanle, Umling La and the Changthang border

The far east is the new frontier, and the same single permit now reaches it. Hanle — dark-sky country near the China border — is open to tourists, foreign nationals included, and the belt beyond carries the climb to Umling La, the world’s highest motorable road. Because this is an active border zone, the exact open list and any extra clearances can shift season to season, so we confirm the current position for every departure rather than trusting last year’s map.

How to get it

Everything is paid online at the official Leh District Tourist Management System (card, net banking or UPI) — no queuing at the DC office — and you carry the printed receipt. One warning the administration itself flags: fake “environment fee” slips circulate, so use only the official portal or your operator.

What we handle for you

On an Outriders Ladakh motorcycle tour, permits aren’t your problem — our on-ground team arranges every one before you reach the checkpoint. See the full range on our tours page.

Paperwork is the least dramatic part of a Ladakh road trip. It is also the only part that can end one at a checkpoint before the first pass, which is the plainest argument there is for guided motorcycle tours.
